Nice review. I own several samples of the initial release of this figure from 2019, and I do spot a couple improvements on this reissue. First and foremost, the black strap around his neck now properly extends all the way down behind the chest box. On the original figure, the black paint kind of tapered off before it reached the chest box, so the strap didn't appear to connect to it. A majority of samples looked that way, so glad that has been fixed. Also, the black paint on the top edge of the gloves looks to be vastly improved as well. Good catch on the unpainted strap running along the bottom of the vest. That was obviously meant to be painted black, as there should be another black strap there, as you noted. Whether it was just an error Hasbro never caught while inspecting the factory sample back in 2019, or if it was intentionally left white to reduce manufacturing costs, is up for debate. But I've seen some customizers paint that strap black, as it should be.

I do wish Hasbro would just issue a new VC number for every release, including reissues, as it makes it easier to find the newest version (especially hunting online), as it seems that almost every reissue has a least one small area of improvement, like paint application. I can't help but try to grab every new figure, even characters like X-Wing Luke that have been made so many times before - so it's exciting to see even small improvements over older versions. It seems this Luke Skywalker figure is like the Darth Vader in the same release - a small paint misstep that would really make the figure one of the best ever (still hoping Hasbro fixes that shiny 'fabric' section over Vader's shoulder armor).

I might pick up another one. Idk if it's a variant or just a one off misprint from the factory. One side of lukes face is really big compared to the other. Almost melted looking. But all the others I've seen in videos and posts look to have great face sculpts. Got mine at Walmart this morning it was the best condition cardback but alas...
You might try contacting Hasbro Customer service. I had a Tusken Warrior with 2 right hands. They wound up sending me a new one. I bought mine from Hasbro Pulse, though, not Wal Mart. It might be worth a try. Good luck.
Oh dear! I'm always hoping to find multiples of any figure I'm looking for, side by side on the store shelf so I can compare - much easier to spot flaws or errors. Sometimes if I'm able to find a better version in store later, I will return an 'error' figure for a refund. With the recent wave of popular A New Hope figures, I found they are 'grab what you can find' figures as they are selling fast here in NZ - sorry to hear you found a dud⭐
