The grain was piled up _before_ the regional drought. All countries in the region had good growth *before* the drought caused a famine in the area. God gave Joseph the idea of storing _extra_ 20% taxed grain during the 7 years of preceding prosperity. All countries in the region had good growth before the regional drought. Only Egypt had stores for the drought. Egypt did *NOT* store grain while other countries were in drought.
