Actually, he didn’t draw from digivolving into the red Tyranno. So the Taiga he drew would have been from the red Tyranno, allowing him to play the card he just drew.
just a heads up, but cards in the breeding/raising area can't activate any effects, so you don't get a "when digivolving" effect unless they are in the battle area.
Regarding the On Play and When Digivolve effect, here's my best understanding. If there's an On Play effect, it doesn't go off when the card is digivolved. If it's a digivolve effect, it doesn't go off when you play it straight on the field, either from hand or like how Mario summoned Blue Digimon from his digivolution stack. So if you have both keywords listed, it always goes off.
