Maybe I dont understand it correct, but as the starting point of the feather is already a texture there would ne no need for render this again to a texture. If you are looking for texture planes you can go with simple planes and a color map with alpha. These feathers are curves so the points carry the color information.

@@puggybooth It is more dependant on the bifrost version than of maya.
