September is when the heavy rainy season begins, so it may be tough to find sunshine if you're only visiting for a short period of time

I would say maybe it’s better to split your time half and half so you can take your chance in Samui without taking too much of a risk, although it’s also raining in Chiang Mai at this time. A full month in either place might be quite long. there is a direct flight from Samui to Chiang Mai and vice versa, but it’s quite expensive
