Agree - according to the public service description for MDO (learn.microsoft.com/en-us/office365/servicedescriptions/office-365-advanced-threat-protection-service-description#feature-availability) the only requirement for uses to be able to participate is to be licensed with MDO P2 or E5/A5/F5.
