That's what I was thinking, because the Federation doesn't want to lose their workers and, by interacting to islanders, sensitive or classified informations can be exposed, workers might start to rebel or betray against their own job and so on. Also, we don't know what they consider betrayal or not. That's why I think is pretty dangerous for both of them to interact, who knows how worse can become a punishment and if the worst has been already applied to any of 'em.
For records, WA02 (or Fred) refered to Cucurucho as Census Bureal, so a worker that is a tier above this one from the video (WB017 or Dave) also know their leader/boss as the more casual like name... interesting. But I bet that, in person, all of them must use formal treatment, else they might get punished or something. [Edit]: Now that I saw the other name...
