She did not even let him explain all in whole. She just overreacted and tada. Monks universe is not a social one. lots of mistrust and insecurity.

He did get arrested. It was an accident, not deliberate or pre-planned, so the charge would be manslaughter, not murder, and he was showing remorse for trying to obstruct yge investigation. But Monk would have called Leland and had him charged.
The woman who died was his affair partner. The death itself is accidental, but the fact that he let her die (when she called 911 and he stayed silent instead of requesting an ambulance) would be a factor in making his sentencing more severe.
