As a former civil servant in the jobcentre/social security office, abuse from customers would be par for the course, I never really complained about it and rarely reported stuff to the police. We just kinda accepted the abuse as part of the job, and it wasn't well paid either

None of that happened and none of that was described to him. Just saying 'I've been harassed' by someone who just says, "he's been recording me doing my duties" is not threatening, abusive or disorderly. As an Inspector, he should know this and explain it to the complainant. For example, I could be alarmed and distressed by a big red bus driving by, but that does not mean the driver is guilty of causing harassment, alarm or distress.

My perception is that I'm alarmed every time I see a tragic warden.
I'm distressed by it.
I feel harassed.
So maybe ban traffic wardens?

Can anyone else see a problem with this "perception" thing?
