      For somebody to claim they are being harassed, then an action has to occur more than once. Stalking is not what you think it is. Stalking can be split into Simple Stalking and Stalking. There are legal definitions for both and nothing in this video fits into either definition.

    Absolutely against police dress code and a disciplinary matter not having any epaulettes on display. And harassment, alarm and distress also requires threatening and abusive words or behaviour and harassment requires to have happened "on at least two occasions"

      Totally agree with PINACI as it is against the College of Policing Dress code and is a serious disciplinary matter also the Kent Police own policy Legal and Professional Standards Department - Uniform and appearance policy (P06).
      The public expect everyone working in the police service to have the highest standards of professionalism. Police officers and members of staff in a non-uniformed role also have a responsibility to present a professional image of the organisation, in line with the College of Policing’s Code of Ethics. This Guidance applies to Police Officers, Police Staff (whether employed by the Chief Constable or the PCC) Special Constables and Volunteers collectively.

    Harassment - Means to subject someone to constant and repeated physical and/or verbal persecution.
    Alarm - Means a frightened anticipation of danger.
    Distress - Means to cause trouble, pain, anguish, or hardship.
    Threatening - Includes verbal and physical threats, and also violent conduct.
    Abusive - Means using degrading or reviling language.
    Insulting - Has been held to mean scorning, especially if insolent or contemptuous.
    Disorderly - Disorderly behaviour does not require any element of violence, actual or threatened; and it includes conduct that is not necessarily threatening, abusive or insulting. It is not necessary to prove any feeling of insecurity.
    Misusing the terms for something that is not HAD debases the term and means that it becomes a joke. As in this case when the traffic warden is the joke and snowflake.

      As a former civil servant in the jobcentre/social security office, abuse from customers would be par for the course, I never really complained about it and rarely reported stuff to the police. We just kinda accepted the abuse as part of the job, and it wasn't well paid either

    As strange as they are, i think Ashford police did well. Kent police were recently Held to account for literally thousands of unlawful searches and seizures. So, maybe lessons in this case, have been learned.

    As a Former Metropolitan Police Service Civilian Staff Member ! YOU THINK THE POLICE UPGRADING A POLICE STATION IS NEW ?.
    In 2003 they were Beefing up Security in the Front of Chiswick Police Station and the Custody Sweet to 5 MILLION OF TAXPAYERS MONEY WAS SPENT ON IT AND BY 2012 THEY HAD CLOSED THIS POLICE STATION ALONG WITH BRENTFORD POLICE STATION WHO ALSO GOT A 2 million pounds upgrade too ?.
    The only Police Station in the Area is Action POLICE STATION and at least they are still in Operation and the Taxpayers Money was well spent ?.

    16:39 Police can use marked cars to go get their lunch if they don't have their own car accessible. However they still need to park considerately and within the law. One thing to note though. If she's got a McDonalds for her lunch then she's got money to waste or is paid very well. I hardly ever get a lunch from a takeaway place - way to expensive and I'm paid well enough to be in the top 10%.

    Has a public servant and working on behalf of the council he has totally NO entitlement to privacy in a public place and anyone can film a council employee he can request but it can be refused. Also he is improperly dressed to identify himself as a Civil Enforcement Officer (CEO)
    Here is the legislation about uniform and identification of person:
    When exercising prescribed functions under TMA section 78(2)(a) and (b) and section 79 and RTRA, section 99, a CEO must wear a uniform as required by TMA section 76(3)(a) and the Civil Enforcement Officers (Wearing of Uniforms) (England) Regulations 2007. The uniform should clearly show:
    that the wearer is engaged in parking enforcement
    the name of the local authority/authorities of whose behalf they are acting
    a personal identity number
    It Is recommended that CEOs carry a photo identity card, showing their identification number and the name of their employer. However, to protect the safety of staff, it is strongly recommended that the photo identity card does not include the enforcement officer’s name on it.

    Holy moly! Even the desk inspector doesn't know the basic law.
    No-one commits 'Harassment, alarm or distress unless they use threatening or abusive words, or behaviour, or disorderly behaviour, or displays any writing, sign or other visible representation which is threatening or abusive within the hearing or sight of a person likely to be caused harassment, alarm or distress thereby.'
    None of that happened and none of that was described to him.
    Just saying 'I've been harassed' by someone who just says, "he's been recording me doing my duties" is not threatening, abusive or disorderly.
    As an Inspector, he should know this and explain it to the complainant.
    For example, I could be alarmed and distressed by a big red bus driving by, but that does not mean the driver is guilty of causing harassment, alarm or distress.

      Yes it is technically illegal now, I don't think they enforce glass on walls that has been there for years, but we don't want undesirables getting hurt jumping on the walls whilst uninvited probably on the rob.

      Some auditors have played with being silent , but being knowledgeable about the law,they will draw out the police, and test them in conversation, and basically "hand them a shovel" to dig with.
      I prefer to call it "idiot baiting".

    Was the sow scared to leave her cehicle and wnter the code at the gate? Wouldn't life be strange if those who we pay ro protect and serve us. Were afraid to serve us because they are just scared. What a waste of public funds when they are afraid of us. Americans must be training the police now in the UK.

    The speil they give regarding 'harassment alarm and distress' is always WRONG its clear in law it has to be
    intended to cause h/a/d,
    Has to be-
    Threatening behaviour
    Has to be-
    Abusive behaviour
    It also cannot be down to individuals own preferences, that why we have laws and court decisions on this....

    It's his perception.
    My perception is that I'm alarmed every time I see a tragic warden.
    I'm distressed by it.
    I feel harassed.
    So maybe ban traffic wardens?
    No.
    Can anyone else see a problem with this "perception" thing?
