This was the monthly test of the city of Warren's outdoor warning system which is normally tested the first Saturday of the month at 12 Noon. Their system is comprised of eight Federal Signal 2001s located throughout the city.
This Roundback can be found behind the Lincoln PK-8 school on Northeast Atlantic Street. Unfortunately as you can see this unit isn't faring too well. I highly suspect that this unit is suffering from low batteries like many of the nearby Howland Township units did last year.

One of the 2001-130s in Emporia, KS sounded like this for awhile but it still rotated.

Definitely low batteries. Is the rotator broken?
I'm guessing the rotator is frozen.
Batteries were shot at the time, they’ve since been replaced. During my last visit to this unit it worked flawlessly (th-cam.com/video/8sn3xjodBew/w-d-xo.html).
Definitely bad batteries. You can hear the pitch slowly dropping as the voltage sags.
Also the siren isn't even rotating
