Once I borrowed at 8 % but as soon as I had drawn the money and spent it on my project, the Bank started increasing the interest rate! Things got so bad that when I could no longer pay the hefty interest, the Bank started charging me interest on interest, with hefty penalties, until the interest was now 36 %! Finally, the Bank took over my project at rock bottom price and later sold it at hefty profit, leaving me bankrupt while the Bank made a huge profit! I am glad we have a President who understands these things, and I hope he can tame these sharks!

Many of our problems emanate from management, follow up and accountability One area ruto should really look into is not let the counties just run their counties without govt supervision some how. Remember the money counties get is tax payers money our money. So the govt has a fudiciary obligation to ensure these funds are being used accordingly. This money belongs to tax payers and the govt is the custodian of the money on behalf of Kenyans tax payers. So as a tax payer i want to know how my taxes are being used. Also, if counties are not delivering services to the people, who do the people look at. The national govt. they start blaming the president instead of blaming their own governors. To Avoid this 4 things Ruto should do. 1. Ruto should get the senate to pass legislation whereby every financial year before counties can get funds, they need to produce an itemized account on what they are going to spend the money on. I believe the law says 60% of the funds need to go to development and 40% to run the county like salaries, adminsitrative costs etc. This way counties avoid wasteful and unecessary spending and cuts down on corruption. The itemized account needs to be made public to the county folk like a message board whereby the people can see where their money is going. You see corruption hates transperancy. So if money is supposed to build a road the residence in the county are in the know. 2. No new developments will take place until all pending bills are paid 3. No new developments will take place until all pending developments are complete 4. Start a ward fund like yesterday. A ward fund will ensure that people get services where they live from the village level up to the ward. The fund will only be releases only until there is public particiaption from the village level to ward level. The village chiefs to subcounty chiefs will be incharge of ensuring there is public participation from the village level to the ward level. The county commissioners, ward MCA's, chiefs will be the ones to ensure there was public participation at all levels and be the ones to sign off. All three will sign off before funds are realesed. The commisoners , chiefs, Ward MCA's will ensure that projects are complete to standards and on time. contractors not to be paid unitl projects are complete to standard. No new projects will be funded for the next financial year until the pending ones are complete but there may be exceptions for projects that take longer to complete.
