But if Java EE/Jakarta EE is just a specification why I keep hearing that they are competitors to Spring as if there is also some implementation which is also called Java EE and which is btter for enterprise/monolith kind of development?

That was my understanding from Spring framework and Java EE as well. They must be competitors rather than complimenting one another.
