Oblivion is VERY broken, and that's what makes it fun. I simply leveled my Acrobatics to [Master], which allows you to jump ~10 feet vertically. This meant I could easily scale mountains and over city walls to find VERY under-processed areas with no clipping and low textures. All in-game, on console, no modding. The game is rather diligent about keeping you IN the Province of Cyrodiil (telling you to turn back and halting your character model with an invisible wall), but once you can jump onto roofs and over the city walls there's nothing stopping you from walking to Skyrim or Morrowind on the map.
