I think with things like most people these days not watching OTA/Cable TV, 24/7 internet, and online streaming it really would not make a huge difference. Having said that I really do miss patriotic TV sign offs, and would love to see them make a comeback.
Thank you for uploading this Ben, despite being born long after this stuff had gone away, it's always fun to see tapes like this from the 70's and 80's. There's just a certain innocence and positivity to old off-air VHS or Beta recordings that modern TV, or for that matter the internet will never recreate.
According to the National Weather Service, the Technical Difficulties moment was probably not caused by any precipitation, as there were mainly cloudy skies across the Yakima area that day. I’m pretty sure it is a jam from KAPP’s studio and appears that the staff at the station didn’t have time to place the station’s orange/yellow Please Stand By card.
I'd say a thing for me is more accurate, given how much of their stuff I've encountered (unsolicited) in the last decade. I have no great...well...care for the Care Bears.
I often think that it would be better for us if TV still signed off at night.

NRBQ were in the movie's soundtrack?
Depressing, isn't it?
I think somebody, presumably a kid or their parent(s), recorded this VHS tape.
"Care-a-Lot is paying for my new car, so I might as well do it."
Now known as KAPP/KVEW ABC APPLE VALLEY NEWS NOW
I could be wrong, but "Zack of All Trades" sounds a lot like Luther Vandross.
