I believe you can. When you go to select roommates in the housing portal, I'm pretty sure you can add people from the opposite gender. I had friends my freshman year who were different genders living in the same dorm room
Your balance would just go to 0. There is a way to refill your bearcat card here: www.uc.edu/campus-life/tuc/retail/bearcat-card.html but I think refilling your bearcat card is useless because it's not like you get cash back or any benefits if you use it.
