Console games are expensive because of one simple reason. Development. Building a game for pc is easy. Since you don't need to worry about system specification. If the game doesn't run. All you have to do is upgrade the pc. In most cases it would be either a ram or gpu. But for consoles it isn't so. Console configuration are fixed. There is nothing you can upgrade(hardware) for a game to run. So this becomes hell for developers. They have to spend a lot of time to develop and optimise the game for consoles. That is why Console games are expensive.
