It's Disney. Roger and Anita are both orphans. And Anita's shyness and Roger's absentmindedness have kept them socially ackward and without friends. Why else would Anita tolerate a toxic person like Cruella? Cruella presents herself as a worldly woman of style and refinement. Cruella obviously thinks she is taking pity on Anita by visiting her periodically. And checking on her beautiful dog.

She had black and white hair just like cruella. She also had to hide her hair I think because of loyalty or something I'm not sure. But that's all I can think of.
I remember years ago a friend if mine's mom dressed as cruella for halloween. Plus i'm not a dog person I'm more cat and racoon but i respect canines as long they respect cats.
You forgot the big---unbelievable---thing I noticed the first time I saw this film: Roger writes, has published, and IIRC, makes a small fortune off a song naming Cruella DeVille as a slimy, repulsive creep. BTW, I read the source book/novella and had to chuckle when it said Pongo and Perdita went into the bushes at the park and "got married!" Stay safe, everyone.
