Basically, the girl is "Enma the Second," having been pushed to take the place after King Enma disappeared/retired suddenly from his position as the Judge of Hell who decides whether you're punished in one of the Hindu/Buddhist hells before reincarnation and simply passed along in the process to be reincarnated immediately in a new form. However, she wasn't given any training on how to do the job; so while she seems emotionless for the most part, she's actually panicking as she doesn't have any notes or explicit rules for knowing how to judge the often complicated and difficult cases that come before her due to the conflicting moral systems that come to play. So eventually, she just accepts and embrace that she's playing it by ear and it's at her whim, but of course, this eventually leads to accusations of her being a tyrant and there's hints that she herself will be cast down and judged by someone else for her growing corruption...
