The tooltip on the reform wasn't incorrect, you already had the reform in the middle which was probably already giving you 15% progress so when you switched to the reform at the end it replaced your +15% with a +35% giving you a net gain of 20%

Also, @Adrian, if you want to pronounce everything correctly. Just read Japanese and pronounce the vowels as if they were spanish. You'd be surprised how accurate it is.

I want to point out the tooltip is correct. It is a tiered reform the first one gives 15% and the 2nd gives 35% so it goes up by 20% when you get the 3rd reform you just misunderstood.

Population in Victoria II represents the population of adult males, not total population. So if male population is 1 million, total population is 4 million.

I don’t know how the mechanics of HFM work but in the regular game when you civilized you automatically research all of the techs that all of the other great powers have researched, in this case the Ottoman Empire is your biggest enemy when you fully civilized since despite being a great power they are completely backwards and are missing a bunch of techs compare to other great powers which can set you back a few years in tech. So if your civilizing you better be lucky that the Ottomans have a sting of bad luck so they are off the great powers list or if you have to use console commands to make him lose a bunch of prestige to forcibly make him lose his great power status.
Mate i respect that you tried to describe history but half knowledge is same as ignorance. Do you know warrinh states period of china? 400 BC to 221 BC, Qin dynasty? Han dynasty? Tang dynasty? Song dynasty? Ming dynasty?. I mean japan was just too small for any of these giants to bat an eye against them. For reference just look back at warring states period or three kingdom period. Like Qin invaded chu with 700,000 troops. Qin general bai qi personally buried alive 400,000 troops of zhao. I mean meagre 150,000 troops of japan couldnt shake a giant like ming which could field millions of men. Korea definitely got fucked but defeating ming was japanese pipe dream. And lastly its not qing it was ming.
Infact ming didnt even see japanese as a threat. They left koreans to deal with japanese and japanese were hard pressed to defeat even the koreans. Like domino japanese army fell as soon as ming sent small force.

The +35% reform replaces the previous reform, so it is worth 35%, its just not an additional 35%
