They can't arrest someone for a charge when there's no evidence, like dingle said, they can arrest him for swearing and once they have him there then they can collect the evidence to charge him for theft

its a law everywhere, just not usually enforced. Usually profanity laws or some such. Mostly they aren't enforced unless the language also includes threats, danger or such things as "i'll start a mother flippin fire" or some such. But such laws are on the books usually everywhere, freedom of speech only applies up to certain standards. I've seen police in america arrest people for cursing, they will charge them with something like disorderly conduct, threats in public, and other things.

@@vibesdasher why should cops need to hear verbal abuse when they are trying to do the right thing ? Verbal abuse is verbal abuse. Don't need to take it from anyone especially, people who don't even do the right thing. Plus, kids walking around seeing that behaviour thinks that's how you should react to a police. Not how a child or anyone should learn. America, is behind in that because of their wrong views on free speech. But the rest of the countries have the same attitude as Australia to swearing in public or to the police.
