I remember this! I caught it at random on tv and recognized it from a story by John Varley called "Air Raid", which I guess he made into a novel. The story kicks ass and goes into great detail about the future situation and how the time travel works. Also earth is trashed by some disease. John Varley also wrote "Overdrawn At The Memory Bank" which is great but also didn't translate.
