As a Dedede main, I can confirm that the best Dedede can do is hit twice on the way down. I'm pretty sure there's no difference if the first hit is a meteor or a bury.

Out of them all, i would actually say luigis is the best. All 5 above him have extra conditions. Fox and falco need positioning and charge up time, dedede is easy to dodge, and ness and lucas take so long and need your opponent to essentially stand still. Luigi just does 30 instantly, no gimmicks, no fuss, just boom, damage.
