Quick question, how are you connected to the internet?
Are you wired? If you've already moved and under a different ISP, the problem likely isnt the internet. If wired, try a different cable. If wireless, how are you connected? Dongles/adapters usually suffer a lot of problems. Do not use wireless as that in itself can generate lag due to latency, always go wired.
Assuming you've already changed ISP's, if a similar effect is still occurring, it's likely on your end.
I feel for you man, moving across the country to get better internet and it still sucks. I find that insane tbh, could it be your PC hardware, software, or maybe the ethernet wire?

Apparently the reason wifi is so bad in America is because there's only one provider for certain areas so they don't care about the quality. Someone told me that in Europe the wifi is really good, but that's so far away :'(

@TC Zwag I dont know how these things are possible in the us but here in germany the LTE was the solution for me. I switched to a mobile LTE router and my internet is now good and stable.
Moves to 'get better internet' doesn't even change ISP. When I moved, a requirement was Verizon Fios.

Did u ever notice while playing whole game is smuth but u go to one player and had allways 1000 ping close to him. What could it be? Macro?
It happens to me sometimes when egz. ezreal is close. I think they somtimes use macro and u cant even move close to them. last time my champ on lag start going on ezreal when i whole time clicking other side (bc he was just close) and 1000 ping when shuld be below 30. My internet speed its 2GB and ping is 6 to 9. its started with pre sezon. Riot shuld make some protection to not send all packengue but only valid ones if that is a case.

Per your internet issues. I am assuming you live in an apartment building? Do you have your own dedicated line? You mentioned before there are multiple roommates living there, that doesn't help either.
Your grow by dealing with it and making yourself get used to it and then you see it before it happens so with 0 MS and over 60 FPS you're a god. It's just extra training. For minutes beyond what you're doing based off of players and how they play but I'm just bronze. Lmfao
