The Astro boys are her creations and as she is drawing them they begin to take form and at some point they can even hang together. At the end the boys are confessing their love to her but as they are only drawings to begin with, they can't stay with her forever and are brought back to the drawings. Eunwoo is crying because he knows that ultimately they won't be able to really be together.
