Penny's theme hits so hard, they should have given her a steel type and a rock type eevees
Honestly, I wish they introduced a dragon-type Eevee and the first time you saw it was battling her. I mean, she even gives you draco meteor after the battle, which is an oddity due to eeveelutions not being able to learn it.
But what if they added a dragon type eeveelution who you could only get by having an Eevee that knew the move? And the only way to make it so Eevee could know the move was through breeding it? Now, only dragon type pokemon can learn the move, so impossible, right? After all, dragons are either all in the dragon or amorphous egg groups, and eevee is field.
But actually, there is one dragon type in the field egg group: Cyclizar. How perfect would that have been? A gen 9 dragon capable of breeding with Eevee to get draco meteor, which then allows it to evolve into a dragon eevee when friendship is high enough. Probably one of the most roundabout way of getting an evolution in, but fitting with the idea of needing the ancestry of a dragon to become a dragon.
