each turbines should have a diffirent speed , that will make the scene more realistic

I am using Internal Render. For this scene, I use one sun lamp with shadow, and one hemi lamp. Hemi lamp will lit the scene uniform and change the shadow color

If you decrease the frame rate or make the motion choppy, does it looks more like hand drawn anime?
Yes. In After Effects, you can use "Posterize Time" filter to decrease frame rate. I used it sometime to match on twos character animation with background
Did you have to paint over each frame for the blades rotation?

What do you think about blender for 2d animation? Like used in the kairós trailer
it can be done, but we can animate easier and faster with other software like Flash / ToonBoom.
