Weird thing is when I tested the policy I removed the authenticated users and just added one user and it worked. So I created a group and put the rest into that and assumed it worked but was informed it didn't a few weeks later. I was thinking it was because of that fossilized OS at that location but I learned something in addition to fixing the issue - thanks again dude!
i'm trying to apply Computer Configuration policy to specific group so not for Authenticated User but Ive tried everything and I get always Deny Security Filtering. Could you help with this? Its Lockout setting in Computer Settings
Seriously.. Why cant they put this IN THE WARNING ... I wasted so much time with this today. They need to simply add a KB in the warning that goes through this with more detail.

The reason the user having read+apply is inadequate is that authenticated users includes domain computers. He didn't explain the exact cause.
