The amount to be deposited is around $12,000 and the total cost is $21,000. My questions are: 1, should we go ahead to apply for visa before payment of the deposit since we have about six months ahead? 2, can such be permitted by the immigration, to study from one institution and finish with another? 3, like how much POF do I need to tender in this case to the embassy and can I use another person as sponsor? Should I forfeit the offer and look for another school cheaper than this? I am open to your advice and questions at any time. Hope to hear from you soon.

Good morning big bro, I applied for NBCC, I got admission and I paid part of my fees, I applied for my visa, myself, just yesterday, but my visa was refused, due to some financial reasons, not having enough funds, and no enough home ties, my school is starting on fall, can I still re-apply again year, please?
Yeah you can reapply but make sure that you most have tackled the reasons why you were first refused the visa... Like having enough money in your bank statement.. And work on your home ties too like landed property, your car document, if your married your marriage certificate, even take a picture of your family and state that you will come back home after your studies because you most have missed your family so much.. If you also have a child you upload his or her birth certificate saying that you are also living your child behind.. So this are some things to show to the visa officer as your home ties....

it all depends on you, if you can get another school that is more straight forward then do that
