prolly cus hes a kanoto and im not 100 percent certain but i think the more components you have the more breathing you need which ion think hes got yet
using 3 comp on skills makes them have reduced dmg and more breathing required on the skill to use thats also the same with limb breathers they do less limb dmg with 3 comp skills

there are 2 perks in the game, normal perks and utility perks. everytime you complete a mission theres a chance for you get one of either
