For some reason in the US companies aren't required to divulge any information on animal testing policies or if they contain animal derived ingredients. The FDA says if an ingredient is listed as a GRAS, generally recognized as safe, then they don't have to mention it on the lable.

And the EU has an animal testing policy that bans cosmetics that are tested on animals to be sold in Europe and within the past year they are enforcing this more which is why we now get all products directly from France. This is just the last I heard.
