Evey shopkeeper knows how much profit he is making. Businesses don't run without accounting. I agree with Shabbar Sahib. Tier 2 shopkeepers should be taxed on actual income. The government's right to buy a property at the declared price is also a great idea but the tax rate should be reasonable.

It's all too easy to criticize in hindsight. While Messrs. Miftah and Shabbar Zaidi certainly deserve scrutiny, pointing fingers after the fact is less helpful than finding solutions. Businesses have to arrange and spend for their security, electricity, water, infrastructure, medical, school etc. What facilities people will get in return if they pay tax.
