Yes. And heads of state and in the case of kings their heirs also do not carry passports. Queen Elizabeth II does not even have a passport, driver license or any identification papers. Since those documents are issued in her name, it would be silly for her to issue herself a passport. And when many heads of state's aircraft are supposed to land at about the same time in a certain airport, two criteria are used by most countries: first come first served and length of reign. Regular planes carrying commoners are made to wait or to land at neighboring airports.
