Yeah they're just like here, take this giant directory of config and inf files and figure it out.

Executable files are just Windows binaries that extract files into a designated location on your hard drive. Whenever a website just gives you a bunch of files, the only thing extra you have to do is know where they go and put them there. In this case, Drupal isn't very useful unless you know what you're doing to begin with, i.e. know about the htdocs directory, so it is a generally valid assumption that the user will know where to extract the files. The PHP extensions is a bit of an annoyance, I'll concede.

You should not use root user for database. You should create new user and grant all rights to drupal databse only.
