I believe their band name is pronounced "OH-too-kyen" and it is a word from their Chulym dialect (that is dying out, BTW) that use to refer to a sacred land where warriors lay down their arms and talk

Actually they are "Turkic" people, OTUGEN was the capital of the First Turkic Khaganate and Uyghur Khaganate. It has an important place in Turkic mythology and Tengrism. They believe Otugan existed in the middle of the Universe (not Earth .. but Universe) bottom line their music and lyrics based by Tengrism.
