Would it be possible to use it for plex transcoding?

From a technology point of view I see no reason why you would not be able to. But licensing and what kind of loads that are allowed is something you should look into if that is a use case you want to support.
Then again hosting material on another site and proxy it through their solution would not be an efficient solution.

That is quite an interesting idea. Jellyfin or plex, could run well. It seems you get direct access to the cards. Also for transcoding a lower GPU would be good enough, if only home setup and not as a service
