Hello Stephen, All foreigners can buy and own homes in Rwanda. All you need is a passport and your payment for people buying household/residential homes. If one wants to buy investment property like land as a foreigner. They need to present a business plan and obtain an investment certificate which then gives them the permission to buy investment property. Thanks
