A cat plastic (baldzies ) bald cap is so much easier than latex for smooth edges . Of course to note depending on the type of cat plastic used if it’s to be mixed with acetone you devolve the edges with acetone however some cat plastic baldzies are made with alcohol and then the edges are dissolved with alcohol… witch Hazel can even work nicely.

Can I use to this on my short'ish beard? and then apply makeup onto it?

On the edge can I apply some prosaid and after its transparent can I use some powder(dab) to make the edge more filled? I have tried using cab o sil powder and mixture of pros aid alredy but it's not giving it a proper finish it looks uneven
