I might be a little late but , you go to the machine inside town hall . And then you purchase the pro design card ,and then you can make clothes. But if you want that specific one the person made you need online . Hope this helps . Have a nice day

You'll need to have completed the Museum, and Nook's Cranny projects (you'll speak to her first after building these). Later, she'll appear at a stall outside, speak to her, and start buying things.
