Rde has zone wise spawning system. When you are at military base or noose HQ then they spawn. Just like gta Sa

I do a lot of military rampages in GTA 5. Sometimes I just drive through the military base, and sometimes I bring a tank. Sometimes I escape, and sometimes I was unlucky.
