It is truly incredible that Mrs. Law Fan should spin a theory about the possibility of a scandal as an excuse to adopt a highly restrictive selection process for candidates. In any truly democratic election, you can never legislate for possible pitfalls or unexpected turn of events that could jeopardize a candidate's chance of winning. As Mr. Wong said, voters should be respected and trusted to exercise their judgement in choosing a candidates by taking into account a variety of factors. The candidates themselves in turn should make sure that they have the right moral compass and competence to do their jobs. What nonsense to impose constraints that totally betray the concept of democracy and real choice.
