Always a minimum crew in the rig, plus responders in service while the truck is out. If they got a call, they'd detach and respond, while the volunteers either went to the station to pick up the other rig, or to the scene.

I was once a volunteer ff from Delaware County, Pa and when we did parades we were still on radio for calls usually no cover
