I mean, Matsuri has joined more official FPS Vtuber tournaments than Botan that's for sure. Also, Botan never takes these things seriously, I think she was pretty clear when she said that she's done "tryharding" and just want to enjoy games without pressure.
Can't answer your first question because Botan is hiding her power level but Matsuri is a veteran in FPS competitive scene. I don't think RUST is a good measure though. In solo scene, Matsuri does not really stand out like, let's say, Aqua, but her capability in team coordination and game awareness are no joke. This is by all means not saying Matsuri's individual skills are bad, since she's able to stand on equal ground against many pro-streamer in Apex, so her skill is, at the very least, high level.
