we have a plethora of psychologists and psychiatrists, who a person can even visit online. We have Medicaid and Obamacare and hotlines a person can call to get resources. People make their own choices, unless ordered by the court. If a person hasn't committed a crime, there is little that can be done to force them to get mental Health care. It's a vicious circle, but they aren't bringing back state run mental hospitals or insane asylums.

That is absolutely positively incorrect! Any dog can be a service dog with proper training. Now I wouldn't go out and choose a Chihuahua if I needed my dog to alert for seizures or to steady my gait (which my dog does due to an autoimmune disease), but they can be trained as well.
Any service dog SHOULD wear a vest. A vest identifies the dog while working or in training. Therefore, they should not be approached by anyone during that time, and if so, only by the permission of the handler/owner.
