I think the purpose of 84 is just to serve Punggol Settlement the fastest way possible so thats why they did not turn right like right after they serve New Punggol Road End. It’s like a hint that 84 may skip the whole Northshore Area in the future.
Not exactly. Ever since the Northshore amendment, 84 has taken the primary role of connecting the PWLRT stations as well as Punggol North. Prior to 2018, 84 had few buses as it was meant to be the bridge the gap that 82 left when 82 was shortened in 2011. However now that 84 serves residential areas more than rural forest, 84 functions more of a feeder-esque route, and will stay that way. Reverting the route of 84 would immediately put it at risk of being merged as a redundant service, as another service in Punggol North (say an extended 82 or 34) could easily replace the route of old 84. The current route of 84 is more likely to be kept.
The most likely route of 84 is similar to the 2024 route, only that the loop points are swapped: 84 starts at Punggol North ITH and loops at Punggol Central
I am thinking that 84 might go back to its original route in the future. (When the full New Punggol Road is open.)(Basically a copy of the route before 2018 when it fully drives on Punggol Road all the way to the end. I think this will be the same just that it is under New Punggol Road instead.) (Basically its like Punggol Place (Punggol Temp Int) to Punggol Central then to Punggol Road but instead of turning left to Punggol Drive, it will continue straight and will drive then drive to New Punggol Road and turn at New Punggol Road End (aka Punggol Settlement) and vice versa. Seems likely, given that there's bus stops on new punggol road already (stretch north of Punggol North Avenue, according to street directory 2023). There seems to be bus stops along Punggol Coast Road as well. But if 84 amends itself to do the full stretch of New Punggol Road then 384 might cover the lost sector of Northshore Drive once Punggol Way opens also. I still think it's weird that they placed two stops at Punggol Settlement instead of just one stop that's served twice, not entirely sure why we're moving away from red/white plate culture bc imo it saves bus stop infrastructure, + who wants to cross the road anyway

it's the trend especially in Punggol now for buses to loop back on itself quite a bit, the reason is probably so that instead of having a one way loop where ppl from Punggol Settlement can only go towards BTO, it also gives the option for those staying at the BTOs to head to Punggol Settlement. Might also have something to do with potential future extension to 84 such that people need to get used to the directional bus stops along New Punggol Road, something like how with 870 it skips that one bus stop after Tengah bc if there's a future extension it wouldn't serve that bus stop anyway

The Punggol Way is not Complete yet
If the Punggol digital district open the Punggol way and new Punggol Road NE18 Punggol Coast and PW2 Teck Lee will open
That part of New Punggol Road and Punggol Way will eventually connect to its main road.
PW2 Teck Lee will open on 15 August 2024.

Maybe due to high demam for left and right roundabout for the loop..
