This document briefly discusses the benefits, structure, and use in the assignment of GTINs to various items and packaging levels (each, inner pack, case, and pallet). Page 5 of this document explains that Indicator Digits 1-8 are used to identify different packaging levels for the packaging hierarchy of a product.

If a company is manufacturing packaging items such as empty cartons, Does it need gtin to sell globally?
Yes, products being sold, even business-to-business, often require GTINs, especially globally.
