I think it's because people don't like Apoo (mostly because "oh no, a character who isn't an honorable character, good thing these aren't pirates") so they assume he is a bad Captain for no reason beyond that
its more so he's never really shown off as a captain besides at sabaody if he gets more time to shine as a captain my opinion can definitely change on him

However, it looks like people missed that. The people he did use as shields are random fleeing pirates, Orochi's men and Kaido's men (also Kid). Never his own. Again, they have a very distinct look to them to set them a part.

To be fair she wasn’t given much time to lead her crew. She had relative success becoming a member of the worst generation. In sabaody she didn’t really need to do much. Then she got ambushed by the Blackbeard pirates who obviously defeated her whole crew. Then we don’t see her crew ever again so she most likely didn’t have any of them during the time skip or after.
