In second question, distance is given in km/s and downstream speed which you have found is 17 km/hr.If we compare the units of both the parameters one is in per hour and the other one is in per second whereas units should be the same. Answer will not be 4. First convert km/hr into km/sec.

Speed of boat =x/15km/hr
Speed of boat =x/16 km/hr
(Distance =x)
x/15-x/16=15 km/hr
(16x-15x)/240=15
x=3600 km
therefore:speed of stream =3600/16=225 km/hr
