The archons don't give the visions, Celestia does. It's both funny and annoying how people forget that. Venti literally said this to us after completing the Mondstadt story, when we talked to him and asked him questions before heading to Liyue. That's why there's this "imbalance" that you speak of.

My point then is that the archons don't decide, it's not up to them. Now, why does Celestia have this imbalance? We still don't know enough about it to say, I think. I personally think Celestia is using some kind of "algorithm" to determine if someone gets a vision or not and of what element, so it's like automated. But that's just my take. 🤷

It's not just the archon - each nation is strongly associated with one element in terms of narrative themes and world design as well, and each one is "the nation of X". Regardless of how exactly the visions are granted in the lore, it'd be natural to assume that each nation would probably have more characters matching its element than the other nations, and the fact that that's not the case is what can be a bit jarring, and what sparked the idea! And yeah I'd love to know the in-world mechanism behind it - it's one of the lore things which I'm most curious about! Wish we'd see more of all of that tbh 👀

I'm not saying that the community's headcanon of, say, "You gotta lose a loved one to get anemo" is true, but I do think what the nation "represents" doesn't match what the element represents, perhaps. We will have to wait and see.
Always had the same thought right from day one! Cryo Venti does sound cool - would be awesome to have some decent crowd control outside of anemo characters... so many anemo characters these days do barely any cc, so it would no longer feel super out of place...

it's absolutely wild that the nation of pyro, does not have a single pyro character yet (apart from Mavuika), nor is there one we know is coming (Citlali is cryo and Iansan is electro)
I believe there was a youtuber making videos to analyse how visions correspond to the stories of each character, so there was some main ideas like hydro being connected to characters who are disciplined or follow a strict set of rules, pyro being linked with passion, dendro for wisdom, electro for characters who express the idea of eternity/unwavering, and anemo for freedom. On a sociological level, I believe the common people of the nation would correspond with their nation’s respective element, but the exceptional people who earn visions may not necessarily follow those alignments, due to their exceptionality and willingness’s to do what others may not. So you have some characters that heavily align with their nation’s respective element like nahida, ningguang and neuvilette while other characters align with the values of another element and that element’s respective nation due to their exceptional personality and actions
yeah, this has always bothered me, mainly from a lore perspective. we know that no one was getting electro visions during the sukoku decree, so it seems likely that visions are tied to their specific archon, but also Raiden was unaware of this fact so she doesn't actually give them out personally, it just happens automatically somehow, but at the same time the archons CAN give them out if they want, like Neuvilette giving one to Furina (i know Neuvi isn't actually an archon but he has the authority of one). it does seem logical to me that each nation would have the most visions corresponding to their specific element but without knowing what visions are and how people actually get them there's no way to tell if that's how it works.
we sorta know how and why visions are given out now someone with a strong enough will or ambition who is recognized by either the dragon's athority or the heavenly principles utilizing the dragon's athority will get a vision. the electro dragon athority still lies with raiden. also no, the archons can't give them out because they can't fully control the athority power to the extent of a dragon, so it either happens naturally or the heavenly principles is doing it. also raiden can control if people get visions or not, she just can't give them out. its already been explained that a dragon athority holder sets aside/seperates a portion of their power to be used to be given out as a vision, its just the archons can't control who gets it. all they can do is take back the pool of power they set aside, and if there's no power set aside to make visions, visions can't happen. (its also likely that the archons set aside power unknowingly or passively, and rejecting the idea of visions may have unknowingly or passively taken back the power) as for the element people get, that had literally nothing to do with the region, but the god who's personality and backstory aligns strongest with them. all anemo lose a friend and long for freedom but bind them selves with a rule they follow on purpose. all pyro are following in a parental figure's footsteps (a passing of the torch) all cryo have strong emotions but have trouble for one reason or another expressing them and so on... you get the idea...
I think you're missing a few points: A) Monstadt is the city of freedom, B) all things are connected like for example air being a crucial fuel to fire granted not the only one and can help spread ice, C) visions are given at random based on a few factors like one's one pure dream/ wishes among other things; so basing it on quantites of element users is kinda stupid, this isn't avatar the last air bender or naruto in terms of elemental masteries. who let you cook? you're burning the kitchen down. what element is dominant in monstadt in nature? hint its not cryo.
