I guess I don’t understand how, since the epa has been granted authority to regulate emissions, and carb has never been granted this authority, how can carb apply to trucks involved in Interstate commerce when operating in California and carb does not apply to non commercial vehicles registered in other states but driving in California. Seems like a political stunt.
