If the student says that i am genuinely coming to study the course and if i do get a pathway to apply to PR, then i will but if not, i will be happy to return back home. This is something to know about it. Not sure how it will be taken by the department since they acknowledge that students can have potential pathways to PR. TBH, i don't think anyone knows the answer yet.

But as per the GS requirements, what would be an appropriate response and how will it be received by the immigration authorities? Since it is a new policy, I doubt anyone will be able to give the exact answer… but some guidance would really help.

No, this is if you are applying for Temporary graudate visa. If yoiu already have student visa, you don't need to keep take IELTS test.
